Baseball Level.

Im editing a nations file for a world league. I want all the teams to be of a similar level and I want them all to produce enough talent to compete with each other.

Is there much difference between a Level 3 and 5. Or for that matter a level 4 vs. 5?

There's a pretty big difference between 4 and 5.
There's only a small difference between 3 and 4.
There's a huge drop down to 2. A country with 2 will probably have 0 or maybe 1 player (depending on foreign % and universe size).

5 / ExcellentAbout 70%
4 / GoodAbout 15%
3 / AverageAbout 10%
2 / FairAbout 1/2 of 1%
1/ PoorAbout 1/10 of 1%
0 / Nonexistent0
