To start a Japanese league in the 1970s, you'd probably want to use the database file (not the league file, which is in the thread below).

As for options and ballparks, the league file linked to in this thread has an approximation for current ballparks and conversion factors. But I don't have any information regarding how different conversion factors would be for, say, the 1970s. If you want, you can set those factors to be the same as what I currently used for NPB:

Batting:
Hits .932
Doubles .980
Triples 1.577
Homers .604
Walks .805

Pitching:
Hits 1.076
Homers 1.236
Walks 1.072
Strikeouts .884

2) If I use this league along with your NPB historical database, but don't set up a concurrent MLB, will it work okay? I would want to have historical players show up in the draft, foreign players who historically played in NPB show up in the free agent pool, then add in enough fictional players to fill out the ni-gun rosters. I'm not interested in recruiting foreigners who didn't play in Japan in real life, or in having MLB swipe any players from my league. Will all that happen, if I just follow the instructions in the other thread while omitting anything having to do with MLB?

Yes...if you follow the directions for the database file (again, see the other post) it will work fine. The NPB historical database will add all players that have had some sort of career in NPB, whether they are foreign or Japanese.

It depends...it's fairly time consuming, and I can't guarantee if I'll have the time to update the roster set, so it's a maybe. I will try...but if there are any people out there that want to help me with that (or do that), feel free to PM me.
