Mod request for existing 16-team 154-game schedule

May I please have help modifying the attached schedule? It is for 16 teams, 154 games. (Other details are in file name.)

I need the following changes, in this order of priority:

1. even out interdivision home and away games, to all 8H/8A (currently has one 7H/9A, two 8H/8A, one 9H/7A).
2. add one doubleheader per month for each team, preferably on a Saturday.
3. most series should be 3 games, with some 2-game and some 4-game sprinkled in
4. make sure that all teams' off days don't coincide; that is, all teams should not always share the same off days; the whole league should not always take off the same day, although it's okay for this to happen occasionally.
5. stagger the game start times, so that roughly an equal number of daily games start at 1:30pm, 3:30pm, 5:30pm, and 7:30pm (for example, if all 16 teams are playing on a certain day, have one game in each league start at these start times)

Thanks very much for the help. I'm relaunching the online Jamaica League, and we're on the cusp of being ready. I will gladly give public credit to whoever helps me with this.
