Schedule Request 28 teams, 135 games, interleague...

I've had this request going for about 20 years now and still can't come up with a solution, so I'm hoping any of you can. Here's some background to this request...
I read an article in Newsweek in 1992 by Frank Deford, who proposed a complete overhaul of MLB; you can find the article at A RESCUE PLAN FOR BASEBALL - The Daily Beast. The gist of the schedule portion was as follows:
28 teams--4 divisions of 7 teams;
Interleague play (I'll explain more on that)
Each team plays their divisional opponents 12x = 72 games
Each team plays the other opponents in their conference/league 6x = 42 games
Each team plays teams in the other conference/league 21 games total.
Total of 135 games.

All Star Break in the middle for 1 week.

So far, I've tried Stickware's generator, and it keeps telling me it wants an even number of games. And from the posts I've read, I know we can work around that. Many thanks to everyone who can help.
