And actually, that makes me think of another question.

For a league with no scouts and no commish password (an at-home league), will ScoutTracker behave just like DevTracker? Or will DevTracker be required for this type of league?

What would you like to see continued with DevTracker? Are you referring to the TeamRater portion? I've considered looking into it, but that one was by far the most tedious utility I've worked on because there's just so much typing and so many rating categories.

I think a non-scouting league would have to use DevTracker. ScoutingTracker looks at the scouting reports in the .dat file. If you don't have scouts, a new report is never generated.

What does ScoutingTracker do that you'd rather use it than DevTracker for a non-scouting league? ScoutingTracker is a lot faster, and I prefer the interface, but your results are pretty much the same.

This has become a non-issue, since I finally got DevTracker to work for me.

I was thinking of poking around to see if I got any ideas for writing a utility for OOTP. What do you use to read the .DAT files? If it MySql? Do you just use ODBC?
