How do I use minor league scouts?

Can I send them to scout my minor league team? or other minor league teams in the same league?
What is thier purpose?

Unless you are in charge of a minor league team as manager, you do not do much with them at all. As GM of the major league ballclub, you will see their scouting ratings of minor league players who were on their teams. That's about it.

However, if you are managing a minor league club, then you can do most everything with your one scout that you can do with ML scouts, except scouting nations IIRC. Bear in mind that if you send him to scout higher league levels, he will be rating those players from his lower league perspective.

One more question regarding minor leagues...I've noticed that my single a teams have team batting averages of under .200 and my pitchers' era's are under 1.50..this does not seem realistic...how do i know when to promote(other than an email from my scout) since everyone(pitchers) have outstanding stats?..thanks

It's not realistic, but it's something you can expect in this game (hopefully NOT in 2007). I had a twenty team rookie league where the league average ERA was 0.98.

You tell when someone is ready to promote by scouting them with your major league scouts, then abiding by their opinion. If they think his current overall rating (NOT potential) is 60+, then bump him a level. If they think it's 80 bump him two, then re-evaluate after a month.

If you're not using scouts… shame on you!
