The Demographia site has a PDF (actually a couple of them) with Metro populations of 729 areas from 1900-2003. Metro population is better than pure city population, IMO.

It also has statistics (though not nearly as much or in-depth) for various other countries. Wikipedia and Google are invaluable as well.

Exactly. As someone who lives in a metro area of 2 million+ but has a small central city, I don't think it's fair to base the game's population data on city population alone. A place like Cincinnati would go from 2M+ to 300K if you only used city data. Even areas such as NYC or LA would take a huge hit in that regard.
