Some of the Key features of it
Geographical
Only World Series Teams from that year
Yankees and Braves get it's their own Divisions because they have been to the World Series more then 5 times.

Future Minor Leagues Teams from those years

Those teams weren't in the World Series since 1979 so that's why they aren't include.
Their's not a Limit to how many teams you have in a league.

So it won't include the following teams (if I read your post correct)

Tampa Bay Rays
Washington Nationals
Seattle Mariners
Texas Rangers
Chicago Cubs

How do you plan to cope with a 25 team league structure?
