Barely Anyone Assigned to A-Ball

Hi Everyone,

I appreciate any help in advance.

I play the standard MLB 30 team league, MLB rules and everything. I recently signed on as the GM of the Rockies after overhauling the Marlins. However, I've run into something I can't seem to fix...when I have the AI setup my minor league system, they only assign anywhere between 2-11 or so prospects. The low-A team below them gets filled up fine, and my rookie league now has double the amount of players I'd like, since no one is being put in A-Ball. I don't have any rules or age limits in place, and I even tried switching A-ball teams with another organization. I've since hired a new assistant GM and a new manager for said team.

Any recommendations on how to remedy this?
