Teams ignoring age restrictions

A few seasons into my current save I decided to add a set of college feeder leagues but it's been nothing but hell for me. (First, I wish I'd known that you can't set up an association between minor leagues... I don't know why that is, but I had to remake everything after discovering that.)

I set up 4 independent college leagues and put them into an association, set the age minimums and maximums, both in the rules section and in the created players section, and limits on pro service time, and the game is completely ignoring them! Zach Britton is the #1 free agent on the market but he just had to jump at the chance to play for no money at Mississippi State, where he's not allowed to play? It's made this save completely unplayable, since in the few weeks that I have played through I have had to go in every day in commissioner mode and release overage players who have signed with college teams. I've attached a few screenshots documenting the problem but I think that's basically it. Seriously unhappy with this as it's invalidated several hours' worth of work and I think I'll probably end up having to delete the college leagues altogether.

Argh, the worst part is that I think I've fixed the problem and it makes the game's behavior seem all that much stupider!

I didn't know that the association had its own age limit settings, and they were overriding the limits I had placed on the leagues themselves even though I'd changed nothing. Really strange to have that setting override the age settings of each league, when each age limit was set on 0 (so, no limit), and with no indication that that's why it was happening. Shouldn't there be some indicator on the league's rules screen that these settings are being overridden by the association?
