How can you edit PbP?

Ive read this is possible but cannot find out how...any help would be appreciated!

Wanna freshen up the PbP with my own flare!

You can add and edit manually, but there is no tool (referenced in the last paragraph cited above).

Is OOTPB going belly up?
Essentially each new version is just getting the latest teams.

There sharing of all the great avid players of the game seems non existent now. Particularly since add on central is gone.

seems like it.....just glossy skins....same issues version after version..
they point out the pbp 'manual', and it has NO LINKS, no excel file and no way to edit
