Scouting Questions

Two quick questions on scouting.

1) How big is the accuracy lose when scouting out of there region?

2) If I have someone with the region Quebec and set them to the QMJHL will they take a hit when scouting the Maritime teams?

The accuracy loss is small, the main thing that's lost is speed - the scout can't look at as many guys if he's out of his area. As long as his region overlaps with the scouting area to any degree, he's considered in his area, so in that case he'll be at full effectiveness with the Maritime players.
