I'm in 2018 in September and i am still getting scouting reportings for the 2017 draft class which goes from bantam to midget so is the change over start in October when CSS releases the so called rankings/new class?

When scouting draft two questions...

A) is it better to have them report back every 8 weeks or weekly..

B) is it better to have scouts top scouting ability and potential and not be in that draft region or draft region but not as good staff in scouting

The frequency of the reports doesn't affect their quality at all, it's just a choice for you about how often you want to hear from them.

Scouts with high ratings will still be effective in their non-local region, they just won't scouts as many players.
