Question on Scouting

I'm in a league with scouting on.. At the beginning of season 2012, a prospect was ranked #2 by BNN, on the player page OSA ranked him #40. My scout says he's an avg hitter, and his yearly numbers will probably be 290/360/550....To me that's a pretty good hitter. All of these ratings just don't add up. And for a scout to say that 290/360/550 is an avg hitter really puzzles me.. Is the scouting system in OOTP this broken??

BTW-my scouts ratings are Outstanding across the boards
