That first thing is possible. I wrote a mod to reimport the parks.csv file.

It lets you reimport teams, coaches, players, ballparks from the csvs that the game exports. I'll write up a readme at some point, but basically you point the program to your saved game directory, choose the relevant tab then click Start and Load and it will update the .dats (you need to be out of OOTP when running due to its autosave)
