Arbitration - team makes an offer

During the wait for OOTP10, I snagged and started playing Baseball Mogul. While OOTP is superior overall, one of the features I liked in Mogul was being part of the arbitration process. BM allows you to make your offer to counter the player's before a new contract is awarded. While I know you can award a contract ahead of time, I like being at the arbitrator's table. I can fish or cut bait - gamble on lowballing, etc.

This year's version of arbitration is a step in that direction. But it isn't there.
