Ok, this is following on from this thread -
International scouting issue - that I had posted in the tech forum, assuming it was a bug. But its not, so...
With hidden players on, every country in the world is generated with hidden players, even ones set with a baseball level of 'non-existant'. This foiled my attempt to limit hidden players to nearby nations (and states, as I'm using a modded nation file) in my historical world. I can kind of see the logic in all countries having hidden players, but it rather defeats the realism of a small-town historical indy league when teams are scouting and signing players from Tunisia and Aruba.
So here's my suggestion - a toggle that would only allow international/hidden player scouting in countries above a certain baseball quality threshold. That way you could keep scouting on, but not have to worry about part-time scouts randomly making their way to Africa instead of, say, Iowa, as would be more sensible.
