Suggestion: make offseason FA signing period configurable

The difficulty I have is that I have setup 2 leagues: (1) MLB with complete minors and (2) a less prestigous US league. In the offseason, the lesser league snatches up all the top flight free agents before the MLB owners begin to make their FA offers. This results in most major free agents going to the lesser league.

This could be solved by either (A) making players and their agents smarter by waiting until the MLB starts making offers before signing with the lesser league, or (B) letting us configure when the primary FA offseason signing period begins/ends.

Of course (A) would be preferred, but (B) may be easier to code.

bump- would love to pick dates for each league. Maybe editable schedules or at least easier and be able to pick allstar game date/free agent filings and such
