Rule V draft

The rule V draft is done very well, but I do wonder if there could be something put on the manager's homepage a couple of weeks before the draft occurs. That would give managers a chance to adjust rosters / make trades well ahead of the draft.

There's already a similar tool for arbitration, that gives managers plenty of time to deal with arbitration eligible players before the deadline. Having the same tools available for Rule V eligible players would do the same, and save some last minute scrambling.
