Spring Training non-roster invitees

In MLB, every team has a handful of non-roster invitees to their major league camps. These are often veterans that sign a minor league contract. A few of these players make the team, some wind up in the minors, and some get released. My suggestion:

1) In addition to the 40 man max roster for spring training, have another for non-roster invitees. These players could play in spring games.

2) For free agents, allow teams to sign them to a minor league contract with an invite to spring training. That would be very similar to MLB, and reduce the high amount of experienced free agents that seem to linger in OOTP because they demand major league contracts, and no team wants to give them one. If this option were available, more of these marginal veterans would get signed.

3) Allow these players to be added to a major or minor roster, required by the end of spring training.

That's about all I can think of on this subject.
