You can do this now. The only issue is that the game cannot generate a schedule for such an arrangement, so you need a custom-made schedule which can be imported.
First, set up your league with an even number of teams in each subleague. Generate the schedule. Then, move a team to the other subleague to get the odd number of teams in each. Delete the generated schedule, then import a custom-made schedule for the new league alignment you have.
