4SD is owned and operated by Cox, but it's exclusive on cable (i.e. you can't get it on DirecTV or Dish Network, even if you live in the market). They must have some sort of simulcast agreement with a cable provider up there.

I do know you get more games from MLB TV than you do Extra Innings on our local Comcast system and it's cheaper too.
