Rating Formula?

I was looking into something like this, but I was wondering if someone had already developed this.

a.) A basic rating guideline to create fighters atleast on an equal playing field, preferebly new fighters?
(Something like point 10 points total in these catagories, 5 in these catagories) etc.)

b.) Some sort of formula for "progression" or "development"? Like after x amount of fights, you can add 1 to defense, 2 to punching or something like that?
