Problems Purchasing

Has anyone run into an issue trying to purchase the game? I keep getting an "err = 20" when I attempt to purchase the product. I know my card is working and the money is there. I can't understand why I can't buy the game.

On W98 and LicCtrl is checked so that's not my issue but thanks.

Maybe more info is needed here is exactly what I get...

Credit Card Didn't Work!
Your credit card could not be processed!
Credit Card Failed with err = 20.
Database transaction error. Transaction was rolled-back before purchase.

Checked my account to make sure I wasn't losing my mind, the money is there just can't access it. Wondering what is going on.
