Strange, I've never heard of anything like this. Obviously IE is working for you otherwise you would not be posting
Are you able to open IE windows from other applications (such as an email)? Mark

The program creates a file called Rankings.html in the folder \Title Bout Championship Boxing\Data\<Database Name>\HTML\. Are you seeing this file and do you have write access to this directory? You can check by right clicking on the folder and selecting Properties, on the first page there is a checkbox labelled Read Only, if this is checked you will not be able to write to this folder.
